On Thursday, Trump's use of tariffs to resolve a range of commercial, political, and diplomatic issues he called an emergency will be tried in a federal appeals court in Washington. The case is expected to eventually go to the Supreme Court; legal experts say if Trump wins, he may seek broad unilateral powers to regulate the economy. University of Chicago law professor Samuel Bray said that almost all presidents are actively using executive power, but Trump “has gone further than other presidents in declaring a state of emergency.”
