One proposed idea is to assert that the tariff funds collected over the past year are legitimate under a new tariff framework that the government is preparing to implement based on different legal authorities. Another option would allow companies to receive priority processing in what is expected to be a lengthy refund queue, but only if they agree to waive a portion of their refund amount to the government.
