However, a day later on November 9, the 40th day of the government shutdown, Senate Majority Leader and Republican John Thune announced that a potential deal to end the shutdown was "coming together." According to Thune, the agreement is only a "potential deal" and there is no guarantee it will be finalized. Senators insisted they needed time to review the proposal, which could take several hours.
